Kuwait Adds 8 Lebanese Hospitals to Terrorist List

The Kuwaiti Ministry of Foreign Affairs has announced the inclusion of eight Lebanese medical facilities in the national anti-terrorism list. This decision expands the list to 150 individuals and entities. The committee has demanded that financial institutions immediately freeze assets linked to these hospitals and report on the measures within 24 hours.


Kuwait Adds 8 Lebanese Hospitals to Terrorist List

The Kuwaiti Ministry of Foreign Affairs, representing the committee for the implementation of UN Security Council resolutions adopted under Chapter Seven, concerning the fight against terrorism and the prevention of the proliferation of weapons of mass destruction, has added 8 Lebanese hospitals to a 'terrorist list'. With this new decision, the total number of individuals and entities included in the national anti-terrorism list has risen to 150, including Kuwaitis and non-Kuwaitis both inside and outside the country. The Kuwaiti Ministry of Foreign Affairs issued a circular, circulated by Kuwaiti newspapers, to all companies and financial institutions in Kuwait regarding the inclusion of individuals or entities on the national list, pursuant to Ministerial Resolution No. 8 of 2025, concerning the Executive Regulations of the Committee for the Implementation of UN Security Council Resolutions adopted under Chapter Seven, concerning the fight against terrorism and the prevention of the proliferation of weapons of mass destruction. This prohibition does not include the addition of accrued interest on frozen accounts. Implementation of Asset Freezing Measures In its circular, the Kuwaiti Ministry of Foreign Affairs indicated that any person who implements asset freezing measures for entities on the terrorist list must notify the Special Committee within 24 hours of implementing the measure and detail the actions taken regarding those assets or economic resources in accordance with the requirements of these procedures. The reporting obligations extend to any attempts to deal with the targeted assets or economic resources and include the duty to provide details on the nature and quantity of the frozen assets or economic resources, and any other information that may be relevant or facilitate compliance with these procedures. The Special Committee will cooperate with the supervisory authority or any other competent authority to verify the accuracy of the information provided. Al-Amal Hospital, Location: Baalbek. 4. Saint George Hospital, Location: Al-Hadath. 5. Dar Al-Hikma Hospital, Location: Baalbek. 6. Al-Batoul Hospital, Location: Hermel, Bekaa. 7. Al-Shifa Hospital, Location: Khaldeh. 8. The Messenger of God Almighty Hospital, Location: Airport Road, Beirut. The circular stressed the need to take all necessary measures to implement the listing decision in accordance with Articles 21, 22, and 23 of the Executive Regulations of the Special Committee. The circular also stated that every person is required to freeze the assets and economic resources that they own or control, directly or indirectly, in whole or in part, relating to the following persons without delay and without prior notice: - Any person designated under Article 12 of this resolution by the Special Committee, or acting on behalf of or at the direction of this person, or under its direct or indirect control. - Any person designated under any decision of the Security Council other than resolution 1373, or acting on its behalf or at its direction, or under its direct or indirect control. Kuwaiti Foreign Ministry Instructions The circular also referred to Article 22, which states that the obligation to freeze as set out in Article 21 extends to any assets and economic resources derived from or resulting from the assets or economic resources referred to in paragraphs 1 or 2 of Article 21. It added that pursuant to Article 23 and without prejudice to the provisions of Chapter Six of this resolution, it is prohibited for any person within the territory of Kuwait or any Kuwaiti citizen abroad to make available, directly or indirectly, in whole or in part, or through an entity owned or controlled directly or indirectly, or acting on the direction of a listed person, any assets or economic resources to any listed person, or to provide financial services or related services for the benefit of a listed person.
