The State of Kuwait held the Government of the Republic of Iraq fully and directly responsible for this attack and for any failure to take the necessary measures to protect diplomatic and consular missions on its territory. The State of Kuwait affirmed that it will follow up on this matter closely and will not hesitate to take what is necessary to protect its interests and diplomatic missions in accordance with international law. The Kuwaiti Ministry of Foreign Affairs demands that the Iraqi government take immediate and decisive action to hold all those involved in these criminal acts accountable, ensure that they do not recur, and take stringent measures to protect all premises of the State of Kuwait in the Republic of Iraq. The State of Kuwait reiterates that it is not a party to any regional or international conflict and has not and will not allow its territory to be used to launch an attack on any country, in line with its foreign policy based on moderation and positive neutrality, and its commitment to the principles and rules of international law and the principles of good neighborliness. At the same time, it notes that the continuation of such violations will negatively affect the bilateral relations between the two countries and undermine the foundations of mutual trust.

Kuvehit strongly protested the attack on its general consulate in the Iraqi city of Basra, calling it a gross violation of international law. The country held Baghdad fully responsible for the incident and demanded immediate action to protect diplomatic missions.
