The Secretary-General of the Gulf Cooperation Council, Jassem Muhammad Al-Badiwi, called on the UN Security Council to take all necessary measures to stop Iranian aggressions against GCC states immediately. He also urged the protection of waterways and the continuation of international navigation in all straits, and demanded that GCC states be included in any talks or agreements with Iran to enhance their security and stability and prevent such attacks from happening again.

During his high-level briefing on cooperation between the UN and the GCC under the agenda item "Cooperation between the United Nations and regional and sub-regional organizations in the maintenance of international peace and security" at UN Headquarters in New York, he stated: "We are not facing a transient crisis, but a real test of the credibility of the international system. Either collective security is genuinely upheld, or it is left to the equations of power alone. We in the GCC are advocates of stability, partners in responsibility. We extend our hand to peace, but we will not accept compromising our security or encroaching on the sovereignty of our territories. We will not accept our region's stability being held hostage to chaos, or the world's economy being held hostage to threats to navigation, to keep the 'Arabian Gulf' — despite all challenges — a region of stability, not a theater of conflict, an active partner in security, not a burden on it."

He added that since February 28, 2026, until the present time, GCC states have been subjected to aggression and malicious Iranian attacks using ballistic missiles and armed drones. These attacks and aggressions have targeted civilian and vital facilities, including international airports, oil facilities, water desalination plants, ports and fuel depots, service facilities, residential and commercial areas, and diplomatic mission premises. This has resulted in civilian and military casualties, significant material damage, and a threat to the security, safety, and lives of citizens and residents.

The Secretary-General reiterated the GCC's strongest condemnation of the treacherous Iranian aggressions, which constitute a blatant violation of the sovereignty of GCC states and the principles of good-neighborliness, and a clear violation of international law and the UN Charter. He emphasized that targeting civilians and civilian objects constitutes a grave breach of international humanitarian law.
